Every board starts with a handful of numbered clues. You draw one rectangular patch around each clue, and the number tells you how many cells that patch must cover. A clue marked 6 could become a strip of 6 cells or a 3 by 2 rectangle. The right choice depends on the space around it. When every clue has one patch and no ordinary cell is left empty, the board is done. That rule is easy to explain, but it produces the kind of decisions that make you pause with a finger above the screen. A large rectangle may fit now and block two smaller clues later. A square may have only one legal position. Sometimes the useful move is not drawing anything at all, but counting the remaining cells and noticing which clue can still reach them.
